Things to think about
There is NO real CERT program in Simi Valley
Unlike other cities,
there is no continued training,
no monthly meetings,
no maintained list of CERT volunteers.
This actually violates the Simi Valley Municipal code because there is no
effective means of mobilization of ALL the resources.
Mayor Miller stated that there were 970 CERT graduates and they those people
will serve in times of Emergency.
How can the CERT graduates serve if there is no attempt to maintain contact
information on them?
Why is it that the Chief of Police states that the DSW is enough and that they
don't need CERT?

4-5.08 - Emergency Plan.
The City of Simi Valley Disaster Council shall endeavor to develop the City of
Simi Valley Emergency Plan, which plan shall be intended to provide for the
effective mobilization of all of the resources of the City, both public and
private, to meet any condition constituting a local emergency, state of
emergency, or state of war emergency and shall provide for the organization,
powers and duties, services, and staff of the Emergency Organization. Such plan
shall take effect upon adoption by resolution of the City Council.
Simi Valley is NOT business friendly
numerous lunch trucks, carts and trailers were put out of business.
They are now trying to say that they are business friendly by hiring a person
to help people through the process,
at a high cost to the people of Simi Valley,
but that does not help the citizens and it does not help the current
businesses.
Instead of hiring a person,
they should train the current staff so that everyone knows what the process
is.
Of course,
just before an election the City Council starts to claim that they
are business friendly.
The current City Council has not always followed the law
If you look at the issue with the Miller's cows, regardless of how you feel
about it, the City Council demanded that the Miller's get approval from the
HOA. City Staff and the City Attorney said that the HOA & CC&Rs are to be
ignored in the CUP process.
The City Council does not take action against a police chief who lied to
residents
A prior Police Chief, Mark Layhew,
presented false information to the students of the Simi Valley
Citizens Academy.
He falsely claimed that a promotional video for a company in AZ was actually
a video of an illegally converted firearm confiscated by police.
This was reported to the police department and the City Council,
yet there was no apology and no correction.
Lack of Common Sense
On 07-Dec-2009 the Simi Valley City Council passed an ordinance redefining
what a firearm is in terms of discharging it.
This ignores a State preemption on firearms laws,
but more importantly it makes no sense.
They defined that a firearm is any projectile device,
including a bow and arrow,
airsoft gun, etc.
Most people don't realize that BB guns, pellet guns, airsoft guns, etc. are
considered a firearm and may only be used at an established indoor range.
A straw with the paper on it could be considered discharging a firearm since
the paper is a projectile and pressure is used.
A Nerf gun is specifically exempt.
